REGULATIONS
General
The 2nd International Music Video Festival MUSEEK is organized by Tour de Film and Loud Media. The Festival will be held in November 2009 in Saint Petersburg, Russia.
Submission
The Festival is open to all video and media makers. Submission to the Festival is open to music videos only. All techniques are eligible for submission. There is no entry fee. Only video formats are applicable - no film. Video formats and systems that can be presented during the Festival are: DVD [PAL & NTSC], Uncompressed QuickTime[PAL & NTSC]. Presentation of other formats and video systems requires the authorization of the Festival. You may enter as many films as you like. Each DVD must contain only one submitted film.
You must obtain permission to use any copyrighted music or images within your film. The Festival is not liable for any lawsuit arising as the result of a breach of copyright through public exhibition of films containing copyrighted material.
Films with other than English dialogue/commentary must have English subtitle list. The Festival does not accept any work in progress. There are no fees for participating in the Festival. Participants are not entitled to claim rental or other fees for the screenings of their films at the Festival. Each film may enter the International Competition and the The Non-Competitive Section.
The applicant is requested to send:
- One copy of the film labelled with the title.
- One or more stills from the film.
- A photograph of the director.
- A Subtitle List [if indicated in the entry from].
None of the above listed submission enclosures will be returned. In case an item is not available at the time of submission, it will be requested immediately upon selection. The submission deadline for selection purposes, which means the deadline for the Festival’s office to receive the required submission materials, is September 1st 2009. The Festival is not obliged to view late entries. The Festival does not have the possibility to answer questions about arrival of entries or progress of selection.
Shipment
The cost of dispatching the film to the Festival is to be paid by the sender. Dispatches from abroad must be marked “for cultural use only, no commercial value” and must not state the value of the shipment for customs as amounting to more than 10 €. All submissions must be sent to:

Selection
The official list of the films included in the International Competition and The Non-Competitive Section will be published on the web site www.museekfestival.ru in October 2009. The contact person will be notified via e-mail. All the selected films will be stored in the Festival archive and used for research and educational purposes.
Publicity
Participants are urged to make available all requested publicity material for promotion. The filmmaker/producer authorize the publication of their data on the website www.museekfestival.ru and on the catalogue, as well as their diffusion through the media for promotional purposes.
Jury
The jury is appointed by the Festival and is comprised of representatives from various fields of Russian and international film and music industry.
Awards
The jury will award a prize to the Best Film in the International Competition. The cash prize will be awarded to the filmmaker. After voting during screenings the public will award the Audience Award for the film in the International Competition. Jury Mentions may also be announced. Festival Organizational Committee prizes and Public Organizations prizes may also be awarded.
Visiting
The filmmakers/producers of the selected films will be invited to attend the Festival and a free accreditation card will be given to each of them. Unfortunately, the Festival can not contribute to the travel and accommodation expenses.
Tour
After the Festival two DVDs will be compiled from the films in International Competition and The Non-Competitive Section. If nominated for the DVD, the filmmaker/producer will be asked for permission to include the film. These DVDs are to be shown in cultural events in Russia or abroad. The filmmakers/producers will be notified each time when such a screening arise.
Conclusion
Entry and participation of films implies unconditional acceptance of the regulations. The Festival will discuss borderline cases with the filmmakers/producers.
